Residents in 25-year-old Tampines Neighbourhood 9, in Tampines West, may get to enjoy these features and more in about two years’ time, if they give the thumbs up to a proposed Neighbourhood Renewal Programme (NRP).
This government-funded, $10-million project to upgrade common areas in the estate needs at least 75 per cent of residents’ votes before Tuesday, in order for it to go ahead.
The final design with the features, by Team Design Architects, was unveiled to residents yesterday by Mr Masagos Zulkifli, Senior Parliamentary Secretary for Education and Home Affairs and Member of Parliament for Tampines GRC.
It had garnered the majority of votes from residents in a poll on three proposals last September.
The poll had been held as part of a public consultation exercise on the proposed revamp, held by Tampines Town Council to ensure that the NRP would serve residents’ needs.
Mr Masagos, who also chairs the town council, said: “One of the main concerns highlighted was that some activities, located too close to residents’ homes, created a lot of noise. People playing basketball late into the night, for instance. “We have taken this into consideration while developing the final design and will be relocating these activities to the fringe areas of the estate.”
He envisions that NRP will transform Tampines Neighbourhood 9 into one that “doesn’t look so typically like an HDB estate”. He added: “I want to add that wow factor; that is my dream.”
Housewife Sheila Wong, 44, said she was looking forward most to a green sloped ramp that residents can stroll along. She said: “It will be near my block, which makes it convenient for my elderly mother-in-law to go for a walk.”
This NRP, involving 38 blocks and 3,352 dwellings, will be the largest in Singapore to date and the first for Tampines. It will be carried out concurrently with the Lift Upgrading Programme and the Home Improvement Programme in the neighbourhood.
The NRP is meant for blocks that were built before 1990 and have not undergone other major upgrading programmes. As of last month, 31 NRP projects have been announced, of which 12 have incorporated residents’ feedback.
Similar plans for NRP are underway for the rest of Tampines, but it will be up to each ward adviser to decide how it will be implemented, said Mr Masagos.
