It all happened in the blink of an eye — an officer dashing across a road in Bedok and kicking an e-scooter rider zipping down the road.

The Land Transport Authority (LTA) officer's actions were recorded on the dashcam of a nearby vehicle and the clip made its rounds on social media.

According to Facebook page Singapore Road Vigilante, the incident happened at a traffic junction located along Bedok Reservoir Road on Tuesday (Dec 10) at around 7pm.

Even though the e-scooter rider was speeding, it was no match for the officer's deft moves. He managed to kick the rider, who lost control of his device and tumbled onto the pavement.

The rider was seen getting up to his feet before falling down again. He was later taken to Changi General Hospital, the Singapore Civil Defence Force said.





Netizens appear to be divided over the officer's actions after viewing the clip.

Most of them pointed out that the e-scooter rider had violated several traffic rules (e-scooters are forbidden on roads), while several others supported the officer's actions. Some questioned whether the officer had gone too far in trying to enforce the law.

Since the ban of e-scooters on footpaths kicked in on Nov 5, LTA has stepped up checks on errant riders, and officers have issued warnings to them.

From next year, those found guilty of flouting the rules can be fined up to $2,000 and/or jailed for up to three months.

LTA told AsiaOne that it is investigating the incident.



Following a safety review, we have decided to ban e-scooters from all footpaths with immediate effect.

This move will not affect those on motorised wheelchairs and Personal Mobility Aids. These devices, together with bicycles, can continue to be used on footpaths.

E-scooters will only be allowed on cycling paths and Park Connector Networks henceforth.

To give e-scooter riders time to adjust, our enforcement approach will be to issue warnings to those caught riding on footpaths until 31 December. However, egregious cases will still be subject to regulatory action during this time.

However, from 1 January 2020, strict enforcement action will be taken against those caught riding an e-scooter on footpaths. Offenders are liable for a fine up to $2,000 and/or jail up to two months. #WeMeanBusiness

We are aware of a video circulating online
PHOTO: "We are aware of a video circulating online which shows an incident involving a Certis Cisco Auxiliary Police Officer (APO) and a Personal Mobility Device (PMD) user that took place in Bedok yesterday.

At about 6.40pm on 10 Dec 2019, a team of LTA Active Mobility Enforcement Officers (AMEOs) and APOs was conducting enforcement duties along Bedok Reservoir Road. The APOs spotted a male PMD user riding on the road near the junction at Bedok North Avenue 3. When signalled by the APOs to stop, the rider took evasive action. He was subsequently stopped by another APO stationed at the next junction.

LTA, SPF and Certis are looking into the incident. Certis is contracted by LTA to carry out enforcement. LTA does not condone any behaviour that deviates from the established rules of engagement.

LTA is also investigating offences committed by the PMD rider, which include riding an unregistered and non-compliant (30.54kg) PMD on public roads, and failing to stop his device when required by an officer. The PMD involved has been impounded.
