Singapore's healthcare system is under tremendous pressure, and the latest Covid-19 restrictions are needed to stabilise the situation and prevent avoidable deaths, Finance Minister Lawrence Wong said yesterday.

These measures, which aim to slow the pace at which cases are rising, will give Singapore time to build up its healthcare capacity - including facilities outside hospitals - so that it can cope with 5,000 or more cases a day.

The latest restrictions on social gatherings kicked in yesterday - one day after Singapore reported nearly 2,000 new cases - and are set to last a month.

In his interview, Mr Wong broke down how the surge in cases could stress Singapore's hospital system, even if only 0.2 per cent of patients end up requiring intensive care.

In order to ensure this small group receives timely care, hospitals need to admit about 10 per cent of infected patients for closer monitoring. These include people who are older, have multiple health conditions or have more serious Covid-19 symptoms.

"If you have 5,000 cases a day, 10 per cent (of that) is 500, and each person stays at least a week in the hospital," Mr Wong said. "That is a lot of hospital beds."

In the interview, Bloomberg's Ms Haslinda Amin suggested there is a sense that Singapore's leadership holds conflicting views over how the country should handle its reopening.

DECISION
Mr Wong, who co-chairs the multi-ministry task force tackling the pandemic, responded that the latest decision to tighten restrictions was made collectively.

"We did not make it lightly," he said. "When we looked at the data and the evidence together with our medical experts, we just felt that there was a huge risk of the healthcare system becoming overwhelmed, and we have to protect the healthcare system. And that is why we made the decision we did."

Would doing so impact the people's trust in the Government? Mr Wong replied that he and his colleagues do not take this trust lightly.

The decrease in satisfaction with the cleanliness of food outlets could be attributed to the heightened awareness of the importance of cleaning during the Covid-19 pandemic, the university said in a press release yesterday.

"With the spread of infectious diseases, public hygiene becomes even more important than just public cleanliness," said Professor Paulin Tay Straughan, dean of students and sociology professor at SMU.

She led the survey with Dr Mathew Mathews, principal research fellow at the Institute of Policy Studies at the National University of Singapore.

"The pandemic made us realise that we can't always depend on a whole army of cleaners to act for us. It is timely for us to think about what we can do to make sure that the quality of our living spaces remains high," added Prof Straughan.

The survey, SMU's fourth Public Cleanliness Satisfaction Survey, was conducted from February to May this year. This was before it became mandatory from June 1 for diners to return their trays and clear their tables of litter.

The survey of over 2,000 Singaporeans and permanent residents found a 3.7 per cent drop in satisfaction with the cleanliness of coffee shops, air-conditioned foodcourts, hawker centres and wet markets, compared with 2019.


Despite patrons becoming more diligent about bussing their own tables, however, only 71.4 per cent of respondents were satisfied with the cleanliness of hawker centres.

Wet markets (84 per cent) and hawker centres (83 per cent) had the lowest proportion of respondents who were satisfied.

But the respondents' satisfaction with the cleanliness of coffee shops fell the most, dropping to 77 per cent this year from 86 per cent in the previous survey.

The survey also showed that of all the food outlets, people were least likely to return their trays at coffee shops - only 46 per cent returned their trays more than half the time there.

Almost half the respondents cited the lack of visible signage on where to return their trays (45.2 per cent) and the tray return points not being in sight (44.6 per cent).

This year was also the first time the university's survey covered the cleanliness satisfaction in public toilets in various establishments.

Overall, 81.6 per cent of Singaporeans were satisfied with the cleanliness of these toilets.

Shopping mall toilets received the most thumbs up (96 per cent), while coffee shop toilets (61 per cent) and those in hawker centres (68 per cent) received the fewest.
