Singapore cannot avoid taking on a major threat to the country's existence: climate change.

Sea levels will rise, posing a grave danger to the low-lying island, said Prime Minister Lee Hsien Loong last night at the National Day Rally.

The only question is when. He estimates it will cost $100 billion or more, over 100 years, to protect the country against rising sea levels.

By 2100, it could see a rise in daily mean temperatures by as much as 4.6 deg C, and more extreme and intense weather, which could threaten water, food and energy supply.

PM Lee noted that current projections are that sea levels will rise by up to 1m by the end of the century, but scientists’ estimates have been going up.

Professor Benjamin Horton, chair of Nanyang Technological University’s Asian School of the Environment, said that to mitigate flood risk from sea level rise, potential solutions must support the long-term resilience and sustainability of communities and the environment. This, he said, requires robust accurate local projection of sea-level rise.

Much of Singapore lies only 15m above the mean sea level, with about 30 per cent of the island less than 5m above it.

The Centre for Climate Research Singapore has found that in the rare scenario of high mean sea levels, high tide and high surge occurring at the same time, sea levels could rise almost 4m above the current mean and overwhelm the island’s low-lying coastal areas.

PM Lee said the centre is working with its counterparts in neighbouring countries to study in greater detail how climate change is affecting the region.

“They are finding that Singapore, being near the equator, is more vulnerable to climate change than the global model suggests,” he added.

PM Lee said the Republic is considering major engineering works to tackle rising sea levels.

Strategies being looked at include carrying out empoldering, a land reclamation technique, along Singapore’s eastern coast, as well as reclaiming a series of offshore islands there.

These strategies could have other benefits for Singapore, such as boosting the nation’s water security and increasing land availability.

“(We could) connect them up with barrages and create a freshwater reservoir, similar to Marina Reservoir. National water agency PUB will like this solution, because it will enhance our water resilience.”

Polders built along Singapore’s eastern coastline could also protect the Republic from sea-level rise in a way that would allow it to gain more land as well.

Polders are tracts of land that lie below sea level. They are constructed by first building a dyke around the area to be reclaimed and then draining water from it. Water levels in the polder are controlled by drains and pumps.

“(This is) new land which we can use for housing and other purposes,” Mr Lee said.

From weathering economic downturns to building up a newly independent country, Singaporeans from the Merdeka Generation helped write a large part of the Singapore story, Prime Minister Lee Hsien Loong said yesterday.

At an appreciation ceremony at the Institute of Technical Education College Central where Merdeka Generation Package welcome folders were given out to 300 Singaporeans born in the 1950s, PM Lee, who is himself part of the Merdeka Generation, said: "We grew up in the early years of independence. We travelled with Singapore from Third World to First. We helped build this nation and make Singapore a successful little red dot."

PM Lee, who was born in February 1952, said the path was not always straight and level.


It was an era when a single Singaporean identity was still some distance away and National Service (NS) could mean the man beside you did not speak your language.

"They were woken up. Kena tekan," Hong recalled the story. "That was the night they realised it's a team thing. You don't just fight for yourself. Anyone's failings or mistakes would affect the entire team. That forced them to look out for each other."
The realisation that Singapore had to be protected by Singaporeans of all types inspired Hong's short film about the Merdeka Generation, of which his parents are part of.

"We weathered several economic crises, and workers experienced dislocation and uncertainty as we transformed the economy and upgraded the workforce," he added.

In total, about 8,300 Singaporeans received their welcome folders yesterday at community events held around the island.

The package includes top-ups to the Medisave accounts of those who are eligible, as well as outpatient subsidies at Community Health Assist Scheme clinics, among other benefits.

The ceremony yesterday was part of the first of 23 Merdeka Generation Roadshows planned for this year.

The roadshows, organised by the Ministry of Communications and Information, are expected to reach about 100,000 individuals, including members of the Merdeka Generation and their families.

In his National Day Rally last Sunday (Aug 19), Prime Minister Lee Hsien Loong teared up as he spoke about the Merdeka generation, who had experienced the "indelible, formative" events before and after Singapore's independence.
To recognise their contributions, a Merdeka Generation Package will be created for them, he announced. Similar to the Pioneer Generation Package, it will cover areas such as outpatient subsidies, Medisave account top-ups under the national Central Provident Fund (CPF), and subsidies to pay for CPF MediShield Life insurance premiums.
This package will be offered to some 500,000 Singaporeans born between 1950 and 1959, though the benefits will not be as generous as they are for the pioneer generation before theirs, who had fewer advantages in life.

They will feature activities, games and performances, as well as booths offering resources and information on active ageing, tips on digital literacy and discounted rates for Sport Singapore's ActiveSG facilities.

Seniors who wish to learn new skills or pick up new interests can sign up for various programmes at the booths.

They can also consult volunteers from the Silver Generation Office on how they can tap the package benefits.

The next roadshow is on June 22 at Our Tampines Hub.

In another event yesterday, 500 Merdeka Generation Nee Soon residents received their package at an appreciation dinner at Chong Pang Community Club.

Home Affairs and Law Minister K. Shanmugam, who distributed the welcome folders, said that with the package, the Government hopes to assure the Merdeka Generation that their concerns are being recognised.

Born in 1959, Mr Shanmugam is part of the Merdeka Generation.

Minister for Transport Khaw Boon Wan, who attended the Sembawang distribution and tribute event for 250 Merdeka Generation residents with the other grassroots advisers of Sembawang GRC grassroots organisations, called the Pioneer and Merdeka Generations "very special generations of Singaporeans".
