A non-Muslim woman was fined for wearing shorts in the east coast state of Kelantan, causing a storm on social media and prompted a federal minister to urge the local authority to cancel the fine.

The unnamed woman, who was clad in an oversized pink shirt and shorts, was issued the fine by the
Kota Bharu Municipal Council (MPKB) on Sunday for “indecent attire”.

The 35-year-old, who owns a clothing store in the state capital of Kota Bharu, was found “
wearing shorts in public places” by the council’s enforcement officers, said MPKB president Rosnazli Amin.

She was fined under Section 34(2)(b) of MPKB’s Business and Industrial Trade By-Laws 2019.

The provision states that Muslim and non-Muslim business owners have to ensure they are dressed decently while at work, and this applies to the employees as well.

The woman has been given seven days from Sunday to pay the fine or face legal action. The fine amount was not stated.


The shirt the woman was wearing when she was issued a compound. Local authorities said it must at least cover her knees.

The woman told Sin Chew that seven to eight officers from the city council came to her boutique shortly after she opened her store. Two female officers came into the store while the rest of the officers stood outside.
She said the officers checked her business license and found no issues with it, but they still issued her a compound notice.

Pictures of the woman holding the paper document of her fine went viral on social media, sparking outrage among netizens who expressed fears that non-Muslims were being subjected to Muslim standards, despite being told otherwise over the years.

In the viral pictures, the woman was wearing a shorter black shirt and blue shorts, which was different from what she was wearing while being issued the fine.

Kelantan Deputy Menteri Besar Mohd Amar Nik Abdullah said the action taken against the woman was under the local by-laws and not the state’s syariah laws.

PHOTO: It has been revealed that the woman has been granted a period of seven days, starting from the date of the notice, to settle the imposed fine or failure to do so may result in legal action.
According to the report, a relative of the woman shared the compound notice on social media, which caused a wave of discontent as the Kelantan state, led by PAS, has consistently assured that its shariah-inspired by-laws would not have any impact on non-Muslims.

Datuk Mohd Amar said all the local authorities have their own by-laws, and the MPKB had acted against both Muslims and non-Muslims previously for similar offences.

The federal Minister for Local Government Development, Mr Nga Kor Ming, has urged the council to retract the fine, saying that their action had infringed on the woman’s constitutionally guaranteed freedoms.

With the unending list of perfectly natural things that have been deemed faux pas — from VPLs to visible bra straps — getting dressed can be a needlessly stressful affair for women.

Now, it seems that "bra lines" are the new thing to avoid, at least according to Kuala Lumpur Library.

You're probably wearing your bra wrong, find one that fits perfectly. Anyone who wears a bra regularly knows that they are something of a necessary evil. Sure, they offer support and can enhance your natural assets, but they can also be incredibly uncomfortable.
Of course, you don’t have to wear them, but many people feel awkward without one on. So, it’s fair to say that bras come along with a whole set of problems.

The straps are always falling down. They should be snug -  tighten the straps.
The bra leaves red marks in your skin. They shouldn't hurt - try loosening the band a bit.
The back of it is always riding up. It should stay put - the fit is the issue.
There’s spillage in the cups. It should give you some coverage - go one size up.
You get a serious case of back bulge. It shouldn't -  look for a bra with a wider back.
The cups are gaping. Tighten your strap - or go for a demi-cup rather than something full-coverage.
The center of the bra doesn’t sit flat. It should be taut against your frame - bra sizing problem.
You have so much boob sweat. This can be avoided - you’re wearing the wrong kind of bra.
Your breasts sit far apart. Chose the right bra for your breasts - try a push-up bra.
There’s gaping on the sides. It shouldn't gap - try a push-up bra or one with a little bit of padding.

Despite being dressed in a long-sleeved blouse, a Malaysian woman says she was denied entry into the library, sharing in a string of tweets on Wednesday (Aug 12) that she had been told that her bra was visible.

According to Syarifah Amin, the co-founder of advocacy group Malaysian Youth Advocates for Gender Equality (MYAGE), a female security guard and a receptionist had stopped her at the library entrance that morning.

The pair told her that her "bra lines" were visible and asked her to cover up as her attire was "eye-catching", she recounted.

But on her insistence, the staff eventually relented and allowed her to enter as they were afraid that she would "make a fuss".

"I came here to study. I'm wearing long sleeves and long pants. I'm not going to wear a 'sweater' to cover my 'bra lines'.

"I literally just want to study."

Reflecting on the incident in an interview with World Of Buzz, Syarifah questioned: "Where is the line what [sic] they perceived as modesty in government-owned public places?"

According to the Kuala Lumpur Library's Facebook post today (Aug 14), its dress code is in place to "inculcate a civilised society based on politeness and decency".

Besides "eye-catching" and revealing clothing, skirts above knee length, clothes with offensive slogans, singlets, shorts, slippers, pyjamas, hats and tights are also prohibited.

Visitors who do not adhere to the dress code will not be allowed to enter the library, it said.

AsiaOne has reached out to Kuala Lumpur Library for more information.

This isn't the first time that women have been subject to rigid dress codes in Malaysia.

Last September, one woman was refused entry into the Telok Intan Immigration Office as her capri pants deemed "too short" by the security guards on duty.

In 2015, Hospital Sungai Buloh apologised after it refused entry to a woman in shorts and only allowed her to enter after she had covered her legs.

The hospital later clarified that while it does not enforce a dress code, it encourages the public to dress "decently" while visiting patients.
