Architects across the world invited to partner local firms to create memorial

An international design contest was launched yesterday calling for proposals for the upcoming Founders' Memorial, which will be constructed in Bay East Garden in Gardens by the Bay.

Architects from all over the world are invited to take part in a bid to be appointed for the project, which will set the tone for the rest of the garden.

The winning design will be picked by a seven-member jury panel chaired by Mr Lee Tzu Yang, who also chairs the Founders' Memorial Committee set up to steer the project.

Mr Lee said the winning design should "honour the founding values of this country and make excellent use of the site".

"We envision that it will be a space which everyone of all ages can enjoy and relate to, and an icon that Singaporeans can be proud of and share with our future generations," he said.

"We are not looking for statues. We are not looking for depictions of iconographic people."

Mr Tai Lee Siang, who is on the jury panel and the Founders' Memorial Committee, said the 5ha site must be "properly and carefully planned".

"It will be the focus of Bay East Garden. Its design will set the tone for the rest of the garden," said Mr Tai, executive director (BuildSG) of the Building and Construction Authority.

The Founders' Memorial station will be built next to the Founders' Memorial. Provisions for a station were already in place, but the station was not announced earlier because plans for the memorial were confirmed only in 2017.

The Singapore Institute of Architects has been appointed by the Founders' Memorial Committee, through the National Heritage Board, to organise the competition.

WORKSHOPS
The jury panel will shortlist up to six designs, and public engagement workshops will be organised to get Singaporeans' thoughts on them.

Shortlisted participants will then further develop their designs for stage two before the winning entry is announced at the start of next year.

The memorial will cover the period in Singapore after World War II to its first few decades of independence, focusing on key milestones and stories in the country's growth.

More than 32,000 people have been asked - through dialogues, surveys and workshops - what they want to see at the memorial.

In tandem with our ageing population, the number of the elderly seeking monetary aid from the Government has gone up over the past five years.

In particular, those on short-to-medium-term assistance almost doubled - a trend that mirrors our ageing population, said the Ministry of Social and Family Development (MSF).

These trends for the financial year ending in March were released in a report yesterday by the MSF.Last year, social assistance payouts hit close to $130 million - a dip from 2015 but a 23 per cent rise from five years ago.

The money came from the Community Care (ComCare) Endowment Fund, set up by the Government in 2005 to help needy families get back on their feet.

ComCare is a key social safety net for low-income Singaporeans and provides three broad types of assistance:

  • long-term help, largely for the elderly poor
  • interim and short- to medium-term help for those facing crises, such as illness or retrenchment, and
  • student care subsidies for children.

Generally, more households have been assisted on all ComCare schemes, with a slight decrease in those on short- to medium-term help last year.

The full network of 24 social service offices (SSOs) completed in 2015 could have stabilised the number of such households, said MSF.

In line with shrinking family sizes and an ageing population, the number of those aged 60 and above on financial aid shot up last year, compared with five years ago.

The number of elderly people given short- to medium-term help rose about 74 per cent while those given long-term help rose 26 per cent.

Households on short- to medium-help were also increasingly headed by those who were not working - most were either ill or retired.

"Even as the Government has stepped up to help those in need, not just through ComCare but also through many other layers of assistance, these individuals and their households also need greater support from their families and the community," he said.

Dr Walter Theseira, an economist from the Singapore University of Social Sciences, said access and availability to social assistance is likely to improve, as we are a relatively well-off society with a low tax burden.

The fact that more Singaporeans are seeking financial help does not indicate waning self-reliance, he added.

"Some families are just not able to rely on themselves or family resources at key periods in their lives - such as when household members fall ill, or lose their jobs.

"Self-reliance cannot magically make resources appear out of nowhere, and as a relatively rich society, we should not let families suffer needlessly.

"That said, on average, Singaporeans expect that the ultimate goal should be to uplift families out of poverty rather than sustain them through transfers, so we should continue to combine ComCare with assistance to prepare for and find jobs," he said.

Madam Sharifah Nur Syed, 35, became her father-in-law's caregiver in 2015 after a stroke left him bedridden. A year later, the freelance make-up artist experienced complications while pregnant with her fourth child and as the medical bills piled up, her engineer husband struggled to make ends meet.

In June, their family was featured in a charity video by the Singapore Islamic Scholars and Religious Teachers Association. After it went viral, donors came forward to help them.

So when Madam Sharifah read about Nurul Syafiqah Roslan, 10, in The New Paper on Nov 2, she knew she had to help.

Nurul has been caring for her mother Yanti Mazlan, 43, who has kidney failure and heart problems, since her cancer-stricken father died of pneumonia in August.

Last month, she received a Dedicated Caregiver Award at the Life Champion Awards Celebration 2017 organised by the National Kidney Foundation.

Said Madam Sharifah: "I was moved to tears after reading the story. I want to encourage their family by helping them, and I hope others will do the same."

Madam Sharifah visited Nurul's family on Thursday to donate money and daily necessities such as rice, oil and biscuits.

She was accompanied by her four children and two friends, Mr Akbar Ali, 46, and Mr Roszelim Bakri, 46, who also donated.

Said Madam Yanti: "I am so happy and touched as I did not expect any of this. I am thankful for the love and care from these kind-hearted people."

She told TNP that netizens have encouraged her on Facebook and a donor regularly leaves bread at their door. Nurul said: "I am so grateful. This inspires me to do more for my mother and gives us hope for the future."
